Duties, Qualifications & Disqualifications of ZC
Duties
· Responsible for the budget and development programs in their Zone
· Assist to identify community & other projects for their Zone: for the appraisal, endorsement, implementation and reporting of all projects in their respective Zone
· Liaison with the SMC Office on all matters concerning their Zone
Appointment/Composition
- Communities in each zone will appoint members of their Zone Committees
- Maximum membership is FIVE - membership of the ZC shall be drawn from the community
- Officers (Chair person, Deputy Chairman, Secretary and Treasurer) shall be elected from among the elected members
- Term of the Committee is for 2 years. Committee members shall be eligible for re-election, provided they meet the qualifications for membership.
- A member may not serve more than 2 consecutive terms.
Qualifications/Disqualifications
· Members shall be persons good repute in the community, representing churches, chiefs, women, & youth in the respective Zone
· No person with a criminal record (previous or outstanding) shall be eligible for membership
· Persons with allegations of misconduct, abuse of office or public resources, or similar offences, may not be eligible
· A member shall be disqualified from office if convicted in any court of law, regardless of the offence; found to mishandle resources or abuse of public office.
· A member may be liable for prosecution, and removed from office, if suspected of misconduct, in breach of public trust or in breach of the Constituency rules and regulations.
Member of Parliament Powers
Should the need arise the MP may appoint and officer (s) of any ZC in order to enhance the development purposes of the Constituency.
